Carlos Rivera Joins Providence Community Housing

Carlos Rivera has been hired as Vice President of Property Operations for Providence Community Housing, a nonprofit real estate development and property management corporation focused on the production and preservation of affordable housing for individuals, seniors and families through the Greater New Orleans region. Carlos will oversee the property management operations of 21 independent living senior housing properties managed by Providence.

Carlos brings more than 15 years of leadership experience across affordable housing operations, asset performance, and regulatory compliance.

He has led multi-site portfolios across HUD, LIHTC, and Project-Based Voucher programs, overseeing operational strategy, financial performance, and compliance execution. He is known for strengthening systems, standardizing operations, and aligning daily operations with long-term organizational and community goals.

Throughout his career, Carlos has partnered closely with HUD and state housing agencies, managed large operating and capital budgets, and built high-performing teams through accountability, coaching, and leadership development. He is deeply committed to mission-driven housing organizations that balance financial discipline with meaningful social impact.

Carlos holds a Master of Business Administration and a Master of Arts in Communication from Lindenwood University, as well as a Bachelor of Science in Business Administration from the University of Missouri–St. Louis and is a Housing Credit Certified Professional (HCCP). Outside of work, he enjoys spending time with family and embracing New Orleans culture, including cheering on the Saints and Pelicans.
